Nancy Watkins is a principal and consulting actuary in Milliman's San Francisco office who leads a consulting practice that specializes in climate resilience, insurtech and catastrophic property risk. At the forefront of innovation in flood risk, her team provides state-of-the-art tools, technology, and analysis to insurers, reinsurers, and stakeholders in the flood insurance space. She serves as lead consultant on NFIP Risk Rating 2.0 and provides strategic advice and support to FEMA.

Widely known as a thought leader in the areas of property insurance availability and affordability, Nancy serves on the United Nations Capital Development Fund’s Climate Insurance Linked Resilient Infrastructure Finance Working Group to pilot climate adaptation financing for emerging markets and least developed countries. She leads the Milliman Climate Resilience Initiative and was awarded the American Academy of Actuaries Outstanding Volunteerism Award for her participation on the Flood Insurance Work Group.

Matt Chamberlain

Matt is a consulting actuary with the Property and Casualty practice in Milliman’s San Francisco office. His experience is primarily in personal lines property and casualty insurance. His expertise includes developing rating classification plans, pricing property lines, and developing underwriting rules to manage storm surge risk. His past experience included evaluating existing rating plans, improving the loss ratio of underperforming books of business, and evaluating companies’ competitive position. His specialty is pricing for natural catastrophes and using advanced analytical techniques for small companies with a limited volume of data. Matt earned a BS in Physics and a BA in Classics at the Ohio State University and a MS in Physics at Auburn University. He joined the firm in 2011.

David D. Evans

Dave Evans is a consulting actuary with the Property and Casualty Practice in Milliman’s San Francisco office. His areas of expertise include personal property lines ratemaking and filing support, development of by-peril rating plans, catastrophic risk analyses, predictive modeling, competitive analysis, and multi-state implementation. Dave has extensive experience in homeowners’ insurance pricing and predictive modeling. He is a member of the Casualty Actuarial Society and American Academy of Actuaries. He earned a BS in Statistics from California Polytechnic State University, San Luis Obispo. He joined the firm in 2017.

Garrett Bradford

Garrett Bradford directs the Geographic Information Systems (GIS) work for the Property and Casualty practice in Milliman’s San Francisco office. He manages and produces GIS data for visualization, analysis, underwriting, and rating. His expertise includes spatial analysis for catastrophe modeling, construction of custom territories, development of geospatial capabilities, and cartographic production. Garrett is an expert in data visualization and produces maps and charts that enable insurers to understand their data. He has many years of experience with third-party GIS data from the United States Geological Survey, the National Oceanic and Atmospheric Administration, the Florida Geological Survey, and the United States Census. Garrett develops and manages Milliman PinPoint, a cloud-based service where a single property location returns any number of custom geographic attributes. He earned a BA in Geography from the University of California, Berkeley and a MS in Geographic Information Science from San Francisco State University. He joined the firm in 2010.

Greg is an actuary with the Property and Casualty practice in Milliman’s San Francisco office. His areas of expertise include property lines ratemaking and product development, multi-state product implementation, competitive analysis, and catastrophic property risk. Greg has led the development and rollout of private flood rating plans, including pricing, competitive analysis, underwriting rule determination, and coordination with regulators for review. He is a member of the Casualty Actuarial Society and American Academy of Actuaries. He earned a BS in Mathematics from the United States Naval Academy and a SM in Mechanical Engineering at Massachusetts Institute of Technology. He joined the firm in 2015.

He understands the business strategies of insurers and clarifies how best to deliver Milliman’s expertise and cutting-edge, prebuilt solutions. With 30 years of experience, James has led the transformation of insurance business models. James also led a unique Business Analytic Roadmap Service where insurance executives trusted him to guide in quickly developing a clear company-wide vision. James earned a BS in Electrical Engineering from University of Waterloo and an MBA from Wilfrid Laurier University.
